Project Overview

The South Carolina Department of Transportation (SCDOT) proposes to replace the existing bridge along S-80 (S. Hudson Street) over Reedy River in Greenville County, S.C. The bridge is currently load restricted and is approaching the end of its usable life.

Project S-80 (S Hudson St) Bridge Replacement (ID: P038771) is consistent with SCDOT's 10-year plan to improve the quality of South Carolina's roads and bridges.

Purpose and Need

The purpose of the project is to eliminate structural deficiencies and to provide a new bridge that meets current design standards.

Public Notice - Section 4(f)

All interested persons are advised that the South Carolina Department of Transportation (SCDOT) proposes to replace the S-80 (Hudson Street) Bridge Replacement over Reedy River in Greenville County, SC. New right-of-way will be needed for the proposed improvements. Preliminary plans indicate the project would impact approximately 235 feet of the Swamp Rabbit Trail and approximately 0.32 acre of Unity Park, both facilities are owned and maintained by the City of Greenville. It is proposed that this portion of the Swamp Rabbit Trail be detoured during construction. Therefore, the project would have no permanent impact on the use or function of the trail or the park. Based on the project's proposed use of the Swamp Rabbit Trail and Unity Park, the Federal Highway Administration (FHWA) intends to make a Section 4(f) de minimis finding for the project. SCDOT has coordinated with the City of Greenville to address concerns related to the trail and park.

Any interested person may request that a public meeting be held on the project with respect to the proposed de minimis finding on the Swamp Rabbit Trail and Unity Park; or any possible social, economic and environmental effect of the proposal on the community. This request must be submitted in writing to Mr. Trey Brown, Program Manager, South Carolina Department of Transportation, P.O. Box 191, Columbia, SC, 29202 and received by the Department no later than November 8, 2024. It is requested that your letter contain a telephone number where you may be contacted between 8:30 a.m. and 5:00 p.m. In the event such a request is received and a meeting held, a future notice of the time and place of the meeting will be published.
