Acronyms & Definitions


AADT - Annual Average Daily Traffic: The estimated volume of vehicle traffic along a roadway on a typical day of the year. AADT is estimated by dividing the total traffic volume passing a point (or segment) of a road in both directions for a year by the number of days in the year.

ADT - Average Daily Traffic: The traffic volume that results from dividing a traffic count obtained during a time period by the number of days in the time period. ADT is considered raw data.

DEIS - Draft Environmental Impact Statement (see EIS)

EA - Environmental Assessment: A document prepared for proposed actions in which the significance of the human and natural environmental impacts is not clearly established.

EIS - Environmental Impact Statement: A document prepared for proposed actions where it is anticipated that the action will have a significant effect on the human and natural environment.

FAST Act - Fixing America's Surface Transportation Act: Federal law signed on December 4, 2015, which authorized funding of over $305 billion through 2020. The FAST Act maintains the Federal Highway Administration’s focus on safety, keeps the established structure of the various highway-related programs they manage intact, continues efforts to streamline project delivery and, for the first time, provides a dedicated source of federal dollars for freight projects.

FEIS - Final Environmental Impact Statement (see EIS)

FHWA - Federal Highway Administration

FONSI - Finding of No Significant Impact: A document that presents the reasons why an action, not otherwise excluded, will not have a significant effect on the human environment, and for which an environmental impact statement therefore will not be prepared.

LRTP - Long-Range Transportation Plan

NEPA - National Environmental Policy Act: Establishes the basic framework for federal agencies to consider the potential environmental consequences of their proposals, document the analysis and make the information available to the public for comment prior to implementation.

ROD - Record of Decision: Identifies the Selected Alternative, presents the basis for the decision, and provides information on how project impacts will be avoided and/or minimized.

SAFETEA-LU - Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users: Federal law approved on August 10, 2005 that expired on September 30, 2009. The $244.1 billion law contained a host of provisions and earmarks intended to improve and maintain the country’s surface transportation infrastructure. Congress renewed its funding formulas ten times, until replacing the bill with Moving Ahead for Progress in the 21st Century Act in 2012.

SLRCOG - Santee-Lynches Regional Council of Government

STIP - The South Carolina Statewide Transportation Improvement Program: The six-year transportation improvement program for all projects and program areas receiving federal funding. The STIP covers all federally funded improvements for which funding has been approved and that are expected to be undertaken during the six-year period. The document is generally scheduled for updating every three years and is revised on a continual basis to reflect the latest program and project information.
